Fixes: #11779
Implements the Copy API for FR. It includes documentations, samples, and tests.
Although CI configuration has been updated and tested, I had to disable the tests as current recording won't work because it will expose the access token.
Created issue #12193 so once we address it, we can re-enable the tests.
