net - translation - tests has consistent test failures

This pipeline has been failing consistently since August 22. The pipeline history is here: https://dev.azure.com/azure-sdk/internal/_build?definitionId=2524&_a=summary

Looking at the pipeline history, it appears that the following 4 tests are consistently failing:

Error Message:

Failed TranslateWithProfanityOptions [33 ms]
Error Message:
Expected: True
But was: False

Failed TranslateWithProfanity [37 ms]
Error Message:
Expected: True
But was: False

Failed TranslateWithProfanityOptions [32 ms]
Error Message:
Expected: True
But was: False

This was a blocker for me to be able to use this pipeline to validate changes in #46637
