update resourcemanager ci.mgmt.yml to include the Mgmt SDK

Every Mgmt SDK will have an ci item in ci.mgmt.yml of resourcemanager (sdk\resouecemanager).
When generate a  new Mgmt SDK, it will fail during build because of `lack item in the ci.mgmt.yml`.


approach:
run `Update-Mgmt-CI.ps1` to update the resourcemanager ci.mgmt.yml for mgmt sdk in automation script
