Adds pool-specific overrides for PR job batching so PR matrix generation can distribute package work differently per agent pool while retaining a sensible default.
Changes:
- Introduces
PRJobBatchSizeByPoolparameter to configure per-pool batch size overrides. - Updates PR matrix generation script to resolve an override (including runtime variable expansion) and validate the final batch size.
