Having withPrimaryPublicIPAddressDeleteOptions is mainly to avoid overloading every API relates to create of PrimaryPublicIPAddress nic.

We seem not having updateSecondaryIPConfiguration now.

Use creatable NetworkInterface from here, so that IP address can also be deleted.
