As @conniey suggested, this PR would help #14127 break into more smaller PRs.
For this one, it's to add new module
azure-resourcemanager-testwhich will provide new test base classResourceManagerTestBaseextending theTestBasefromazure-core-test. We would reuseazure-core-testas much as possible and create new utility classes by our project requirements for testing.
