Adding missing tests for APIs in AppendBlob

Ignored/removed APIs:

  1. SetTier - deprecated from appendblob client, this not an api for appendblob
  2. CopyFromURL - deprecated from appendblob client, this not api for appendblob
  3. AbortCopyFromURL - existing blob base client tests
  4. DownloadFile - existing blob base client tests

Written tests for:

  1. SetMetadata
  2. SetHTTPHeaders
  3. SetTags
  • The purpose of this PR is explained in this or a referenced issue.
  • The PR does not update generated files.
  • Tests are included and/or updated for code changes.
  • Updates to CHANGELOG.md are included.
  • MIT license headers are included in each file.
