Refine SDK automation to provide more reliable breaking change result

For now, SDK automation for Go track2 only generate the default tag. But some swagger change is not related with default tag. Change tool's generation logic to generate SDK according to the swagger changed version.

Regarding it is hard to determine a tag with automation changed file list and other language use default tag to do the automation, this task is abandoned.
