Update sku, offer and publisher for Debian

Debian has released Debian 10, Codename Buster. Azure Images for Buster have been moved to new publisher named "Debian" as per discussion with @szarkos.

TBH, I have no idea. specification/compute/quickstart-templates/aliases.json looks heavily outdated, when you look at it with diff -rwNu specification/compute/quickstart-templates/aliases.json arm-compute/quickstart-templates/aliases.json.

az vm image list --output table --debug tells me it is using arm-compute/quickstart-templates/aliases.json.
