Purpose of this PR

This PR is to release the stable 2025-01-01 version. It was approved in this PR:
#41659

And that approval was based on these prior two PRs on another branch (that is no longer being used do to folder structure changes, but is temporarily being kept up for reference)

All active Azure services must convert to TypeSpec by March 31, 2026. Starting July 1, 2026, SDK generation from the autorest toolchain will be blocked. Please reach out tspconversion@service.microsoft.com for details.

Hello @pshao25, we are aware of the requirement, we have had quite a few meetings with the TypeSpec team on this topic recently, including a biweekly sync for server-side codegen for SQL. Doing this conversion for SQL is considerably more complex given our size and history, but we are moving forward on it.

Microsoft.SQL is aware of and actively working with the Typespec team on conversion. This version is intended to be released before the conversion to typespec, so I am dismissing this review as its the only thing preventing the merge and we are on a tight timeline
