@dsgouda, FYI I've looped you into an email thread with compute and ARM (subject: "RE: Compute swagger spec: missing the PUT action on a vm scaleset instance") . Compute team confirmed that the priority property is already there on the service side for a while and conveyed that it will not cause any unintentional modification of goal state.
