it is not from this PR, but can you help find out which PR introduced this and why?

@akning-ms go SDK is OK because this is a new package

And the ClusterOperations.List is removed because it is renamed after Allen's comment here: #10953 (comment), therefore I suppose this is OK

Please don't revert, as I already have 1.0.0 SDKs released for this change for JS, Java and Python.
