Remove ADF new adf stub cmdlet

We had this dummy cmdlet in service management mode and it's only purpose was to warn customer to run Switch-AzureMode.

Now it will cause a lot confusion if it's release with the new New-AzureRMDataFactory cmdlet side by side.
