NetworkWatcher : Adding VMSS as a source in ConnectionMonitor.

Notes :

• Added new Testcase for NetworkWatcher - ConnectionMonitor with VMSS as a source.
• Updated ConnectionMonitor wiki file.

Testing Details
Ran below commands to test the changes and connection monitor gets created successfully
