Add authorization csproj to sln files

Description

Add authorization csproj to sln files that depend on resources. This is to fix a CI issue that when building a module that depends on Resources.csproj, Az.Authorization.csproj will not be built, causing it fail to import Az.Resources.psd1 because Az.Authorizations.formats.ps1xml is nowhere to be found.
