Upgrade Azure.Core from 1.3.0 to 1.4.0

Description

This is to upgrade Azure.Core from 1.3.0 to 1.4.0, for possible coming new Synapse preview feature base SDK reference Azure.Core 1.4.0.

Now the latest Azure.Core is 1.4.1. We should not upgrade to 1.4.0
