Move ModuleFilter from VersionController to Tools.Common

Description

Move ModuleFilter from VersionController to Tools.Common. Because In StaticAnalyzer, it also needs to use this tool. So I move this tool to Tools.Common, and fix the wrong places in StaticAnalyzer.
