Add Java with maven support

Fixes #416

Changes:

• Adds language = java to azure.yaml schema specification. maven is supported by default -- no additional configuration required. gradle support in the future will be added by autodetection.
• Adds javac and maven as required tooling for maven framework service. Java 17 and above is supported.

Looks great overall. One primary comment about whether we choose consistency on the IoC/DI question for the time being our purposefully deviate from this. My choice would be to be consistent until we have a better solution available.
