Fixes #148

The below graphs show the results when the Run in terminal state are removed from the reconciliation requeue

The following graph shows the similar load pattern as we have used before.

The graph shows the reconciliations quickly drop off as the load is removed

Comparing this to the charts in #148 we can see that the overall reconciliation rate has dropped significantly and that the reconciliation rate drops off quickly once the load is removed.
