Bumps Microsoft.Azure.Cosmos.Direct from 3.42.2 to 3.42.4.

Changes in Direct 3.42.4

  • Flow per-service TargetReplicaSetSize from gateway to SDK via address resolution
    • Adds account-level config flag EnableFetchTargetReplicaSetSizeDuringAddressResolution
    • SDK receives per-partition replica set size during address resolution, enabling better quorum decisions when partitions scale up
    • Gated behind config flag, disabled by default

Changes in Direct 3.42.3

  • Introduce new regions for CosmosDB SDK
  • Cherry-pick DTS specific updates to auth resource
  • Add check on DTS resourceType in GeneratePath
  • Use distributedtransactionbatch as auth resource type for DTC requests

Region Availability: Adds missing regions from Direct 3.42.4 (#5786)

## Description

Adds 3 regions introduced in Direct SDK 3.42.3/3.42.4 that were missing
from `Cosmos.Regions` and the API contract baseline:

- `SoutheastAsia3` → `Southeast Asia 3`
- `SaudiArabiaEast` → `Saudi Arabia East`
- `WestCentralUSFRE` → `West Central US FRE`

These were added to `LocationNames` in the Direct package bump (#5779)
but the corresponding `Regions.cs` entries and contract baseline were
not updated, causing `MappedRegionsTest` to fail.

## Does this introduce a breaking change?

No. Additive-only: 3 new public `const string` fields.
