Forked repo cannot use the check suit id to find all test jobs of the current PR
We can only get the the pipeline build url from the check run payload.
Azure devops checkout task is in 'detached HEAD' state.
It will merge source branch to target branch and create a new commit.
So we need to create a new branch to retain the commit.
