Switch to stable API 2024-09-20

This PR updates the healthcareapis deidservice az cli extension to use our stable API version (2024-09-20).
Bump version to 1.0.1 in history.rst and setup.py

About Extension Publish

There is a pipeline to automatically build, upload and publish extension wheels.
Once your pull request is merged into main branch, a new pull request will be created to update src/index.json automatically.
You only need to update the version information in file setup.py and historical information in file HISTORY.rst in your PR but do not modify src/index.json.

@kairu-ms I was getting "except CannotOverwriteExistingCassetteException"

I re-recorded the test in --live mode and that updated with azcli 2.67 calls and fixed the errors.
Another /azp run may be required.... ?
