I would like to confirm if this change will cause a breaking change for the customers?

@zhoxing-ms this is the change similar to the aks Azure/azure-cli#26356. This change is for arc customers so that they when they enable monitoring addon the MSI mode will be enabled by default, from container insights team, this is a not breaking change since we currently already support both modes.

There is a pipeline to automatically build, upload and publish extension wheels.
Once your pull request is merged into main branch, a new pull request will be created to update
src/index.jsonautomatically.You only need to update the version information in file setup.py and historical information in file HISTORY.rst in your PR but do not modify
src/index.json.
