[storage-preview] Bump azure_mgmt_storage to 2022_09_01 and clear out-of-date commands

Description

1. Bump azure_mgmt_storage to 2022_09_01
2. Synchronize the behavior of az storage account create/update with the main repo.
3. Remove the command az storage account network-rule add/list/remove, az storage account local-user create/update/delete/list/show/list-keys/regenerate-password, az storage file upload/upload-batch, az storage fs service-properties show/update, and az storage fs list-deleted-path/undelete-path.

About Extension Publish

There is a pipeline to automatically build, upload and publish extension wheels.
Once your pull request is merged into main branch, a new pull request will be created to update src/index.json automatically.
You only need to update the version information in file setup.py and historical information in file HISTORY.rst in your PR but do not modify src/index.json.
