Workflow to create a new announcement

This should only be done by App Service team members

• Create an issue on https://github.com/Azure/app-service-announcements/issues, with details on the announcement
• Create another issue on https://github.com/Azure/app-service-announcements-discussions/issues, with the same title but prefixed with [Discussion]. For the body of the issue, just write 'Discussion thread for link-to-the-announcement-issue'
• In the first issue, edit the text and add one line at the end, saying 'Please use link-to-the discussion-issue for discussions related to this release.'.
• Also, lock the conversation in the announcement, to force people to use the discussion issue. You do this by clicking the little 'key' icon in the bottom right.
• Over time, keep your issue updated as needed
• When no longer relevant, close both issues

Note: the reason we don't directly let people comment on the announcement is that users want to get notified when new announcements are posted, but not when users comment on them. So we keep the main one clean to avoid spam.
