Was this the cause for the different output of acir generation? How come?

I don't think there was actually different output, I think Phil's artifacts were copying into earthly, the thing he mentioned building wasn't built at all by the build hm

If that was the issue, shouldn't we fix it by having an earthlyignore that follows the gitignore, leaving these artifacts out?
