chore: build docs in earthly

[just-mitch]

Adds a docs-preview job to the github actions CI workflow which:

1. Builds the docs
2. Adds the familiar PR comment with link to preview

Adds a Publish Docs workflow, which gets triggered from the release-please workflow which builds and deploys docs to production.

Removes doc builds from circle ci.

Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.
