This PR replaces the HTTP rest API exposed by rollup-provider with a JSON-RPC server for AztecNode. ATM the @aztec/aztec-node package exports both the server and client implementation but it might make sense to move the JSON-RPC client to its own package.

Along the way I had to update some of the models to make them serialisable to/from strings. I have added tests as needed.

I have also removed rollup-provider since that seemed to no longer used and it was a just thin wrapper around an AztecNode and its REST API.

Originally this method didn't specify an encoding so NodeJS used UTF-8 as the default. The actual data in the buffer doesn't necessarily include valid UTF-8 bytes sequences so this would cause issues when deserliasing from a string. I have changed the encoding to hex now and added a test.

It's a nice cleanup. Great job!

Can you please rename getHttpRpcServer as createAztecRpcRpcServer and createAztecRpcClient as createAztecRpcRpcClient and link this issue as TODO above it to justify the currently-stupid naming?

Having it named as createAztecRpcServer and createAztecRpcClient would be better short-term but there would be a risk that we would introduce inconsistency once we address #2451.

BTW please wait for confirmation from @PhilWindle that it's ok to remove the rollup provider.
