chore: retrigger merge-train/spartan CI after flaky test dequeue

Summary

PR #21248 (merge-train/spartan) was dequeued from the merge queue due to a flaky test failure in the test-engine on the x9-full job.

Evidence this is a flaky test, not a real failure:

• Branch CI passed (all tests green)
• 9 of 10 identical merge-queue grind runs passed; only x9-full failed
• No commits on next that aren't already in merge-train/spartan (no merge conflict)
• PR chore: send env var to pods #21307's changes are only terraform/env config (adding L1_TX_FAILED_STORE env var) — cannot affect test execution

This empty commit retriggers CI on the merge-train branch so the auto-merge bot can re-queue PR #21248.
