The k8s enricher was running unconditionally, causing issues when running hundreds of prover agents. Now it exits early unless K8S_ENRICHER=1 is set, which is enabled on the relevant test and bench commands.

Make k8s enricher exit early unless K8S_ENRICHER=1 is set. Enables it on relevant test/bench commands.
