chore: Fix flake in e2e fees failures

Attempt at fixing e2e_fees/failures test flake.

Looking at the logs, the culprit seems to be here:

What's happening is that the test code is calling advanceToNextEpoch to move the timestamp forward, but at the same time the anvil test watcher kicks in and warps the timestamp to that of the next slot that was just mined, which is much lower than the next epoch timestamp. Zooming in on the logs:

This PR attempts to fix it by running the test watcher more often, which shouldn't be too much of a problem since it should just run against local nodes. And also by forcing a test watcher run before calling the cheat code in that test to advance the epoch.
