We recently shipped close button setting handling to ETK as a way to quickly unblock the Gutenberg release.

Now that the release is unblocked and we are not pressured on time, we should follow up to investigate moving this over to jetpack instead. A few reasons pointed out in the ETK PR here: #69929 (comment)
