Proposed changes

Part 3 of 4 splitting #51481 (welcome modal → Library upload empty state → this PR → follow-up fixes). Based on add/videopress-library-upload-empty-state.

• Add a Home tab: recent videos (thumbnail opens the video), per-video view counts fed by the stats top-videos list, an upload header action, and an emptied-library dropzone that hands files to the Library's onboarding flow.
• Home joins the tab strip only once the user has videos — on first run the Library's upload empty state is the page, so the strip stays Library-led. The strip's order freezes per mount so the first successful upload can't re-order it under the cursor.
• Publishing from the flow and deleting the last video now land on Home.

Testing instructions

• Build with jetpack build plugins/jetpack --deps, use a Jetpack-connected site with at least one VideoPress video.
• Jetpack → VideoPress: the tab strip shows Home / Library / Analytics / Settings. Home lists recent videos with view counts; clicking a thumbnail opens the video details.
• On a site with no videos, Home is absent from the strip and the Library leads.
• Delete every video from the Library, then visit Home: it leads with the upload dropzone; dropping a file lands in the Library's onboarding flow mid-upload.
• jetpack test js packages/videopress — all suites pass.

• To test on Simple, run the following command on your sandbox:

Hi! You can use Tooltip from the @wordpress/ui package instead. It's a more modern version of the same component.

Please also rebase onto the latest trunk; you'll see the new linter rule complain about using the old component until you update. If you must use this older component, you can include it in the linter exclusion list for now. Just lemme know!
