This PR (and associated PRs below) perform a final update of the caps_physics branches to the current NCAR trunk of the three repositories ccpp-physics, FV3 and NEMSfv3gfs. Accepting and merging this PR will allow us to merge @AustinChunxi's PRs into the trunk once the regression testing is completed.
