Sporadic Error on `connect` using `StreamingTranscriber`

Somewhat sporadically, when attempting to connect with the StreamingTranscriber I immediately get a close event with the following information:

code: 1008, reason: Unauthorized connection: Incorrect padding

I've tried to deduce what this Incorrect padding refers to, the best I can guess is that it's related to the api keys somehow. I retry and it usually works within 10 attempts or so (often less).
