Enhancement

Description

  • Test under Django 4.0
  • Explicitly set python_requires to 3.6+
  • Fix Trove classifiers to document supported versions of Python and Django.
  • Remove test passing check box for PR template; GitHub Actions automates this

Why should this be added

Keep django-dbbackup targeting current Python and Django versions.
