template not easily available for data upload

Hi everyone,
this is Vance. We are trying to upload data to the portal. We set up a new project (Africa Bd) but when we tried to get a template we got an error (www.biscicol.org/templates.jsp)
In uploading your project data page, under the map, we clicked on the linked biscicol.org and that gave us the error.

All we want is an excel file where we can cut and paste our data. HELP!
