Add AISLER simple and complex design rules

I put the current set of design rules into Altium .rul files. Please check them before accepting the PR.

Remarks:

• The number of layers needs to be checked manually.
• Text clearances should mostly be taken care of by SilkToX rules. Clearance rules are set to zero as I couldn't find out what these values should be and if they offer any benefit over SilkToX rules.

Important when editing the files:
Set your text editor to ASCII encoding. VS Code defaults to UTF-8 which makes the files unreadable by Altium upon saving.

unfortunately, at least one rule in there isn't correct. for example min. copper/copper spacing is according to this doc from aisler 0.125mm, whereas it is 10mil in your rules file, which is around 0.255mm.
