Review #104 first.

Note that this also deprecates get_raw_runs_for_flow_id in favour of get_raw_runs, which downloads all runs if no flow id is provided, and so is more useful.

If this looks good I'll add a script to tools that runs this function and uploads the result to gcs.

A caution that this will require more extensive testing before we can use it safely to archive a production instance. Merging so we can make progress with archiving.

#105 was supposed to deprecate RapidProClient.get_raw_runs_for_flow_id. Unfortunately, it also accidentally renamed that function to get_raw_runs_with_flow_id, breaking v0.3.6. This reverts the rename.
