CovidSharp is now crossplatform

Added error handling and ported the library to .NET Standard 2.0

New functions added

Can now get population data and get county,province, population and country data as lists

Added Country Name functions

Thanks to @haseeb-heaven for contributing and adding the new functions, sadly because of merge conflicts it doesn't appear that he contributed but he is the developer who added those functions and their examples
