Removed SSlv3, added Tls13, updated a relevant comment

Forgot to mention, the reason this exists is because Any actions against Octopus will throw

SetValueInvocationException: Exception setting "SecurityProtocol": "The requested security protocol is not supported."

Under PS7, and presumably against Octopus boxes configured for Only TLS3

Wow, a PR open for over a year, this is a new experience for me.

I've flipped the default branch of my fork to main and I'll be publishing a version from there, not to the PS Gallery bit probably to github releases or an Azure repo. I need this fix for a project that's running right now.
