Description
This changes migraphx dll and EP name to amdgpu and adds some functions with suffix _AMDGPU to ort c API, the backend is using the same functions as MIGraphX
Motivation and Context
A naming transition in order to make the ort end user select "AMDGPU" EP provider instead of MIGraphX
