Use consistent atx style headers: http://brettterpstra.com/2015/08/24/write-better-markdown/#atx-headers Previously the headers were not properly nested. For eg see empty 3. Target audiences section in https://www.ietf.org/archive/id/draft-451-imp-report-00.txt
