They dropped bower support, see chartjs/Chart.js@c631874

I am also creating an issue there.

You could also switch to npm...

Fixed in 2.3.0, see chartjs/Chart.js#3033 (comment)

You might want to use that as a minimum version in composer.json (^2.3.0).
