Add getMemoryLoad()

This adds getMemoryLoad() which is introduced by bitcoin/bitcoin#33922.

To be merged after:

• mining: add getMemoryLoad() and track template non-mempool memory footprint bitcoin/bitcoin#33922
  • CI branch needs to be switched back to master

@Sjors After the recent updates to init.capnp and mining.capnp, will the corresponding updates on the bitcoin-core-sv2 side (under sv2-apps) be made after the next stable release of this crate ?

1. Bitcoin Core ships v31.0
2. We create a 31.x branch here
3. Downstream projects like bitcoin-core-sv2 switch to the 31.x branch

There might already be some work in progress pull requests for testing v31.0 release candidates, cc @plebhash. Definitely a good idea to test.
