Updated text of bullet point 4 on the welcome screen per UX

Changed "Re-enter your [SP] password" to "Re-enter your Login.gov" password.

📜 Testing Plan

• Create a new user and enter IdV. Verify that the correct text is shown on the "Welcome" screen. Complete IdV (without a selfie).
• From the Sinatra app, request identity verification with a selfie. Log in to the IdP app with your verified user. Verify that that the correct text is shown on the "Welcome" screen. Complete re-verification.
• From the Sinatra app, request identity verification with a selfie. Create a new user in the Idp app, and proceed to IdV. Verify that the correct text is shown on the "Welcome" screen.

I think we'll want to change this at the call-site to pass APP_NAME as the interpolated app_name value instead of sp_name. There's a lint rule that prevents "Login.gov" from being hardcoded into locale strings.
