We somehow forgot to add this in #30302, so discv5 and DNS have actually been disabled since then. Fixes #31168

Description
Combination of ethereum/go-ethereum#30302 and ethereum/go-ethereum#31185 to fix the
p2pissues we were facing.Because #1492 was squashed, this PR reverts that squash commit and separately cherry picks the rest 2 commits. The diff is 0 but commit history will be maintained.
