Locale data is missing some locales

Background: SilverStripe framework currently uses ZF1 with support for Maõri somewhat hacked in.

In CLDR release 2.0 (changelog), locales that were deemed to have “insufficient” data were moved out of the stable releases, and can only by found in the seed directory in the SVN repo now.

It seems that this may have been overlooked - Zend_Locale_Data_Translation has artefacts which suggest support for Maõri, but the XML data files are missing.

Looks like this isn’t the only locale missing: http://unicode.org/cldr/trac/browser/tags/release-29/seed/main. Note that some locales (e.g. aa.xml) have been moved to seed since ZF1’s locale data was last updated (CLDR release 24).
