Picture-in-picture doesn't automatically open when switching tabs

What happened?

I was watching a video on YouTube and switched tabs. I would have expected the video to be "popped out" since I have the setting enabled in "Firefox Labs", but it didn't.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
