Pinned Tabs in workspaces aren't consistant across windows

What happened?

Current behavior: When a workspace has pinned tabs, and the workspace is focused in a new window, the pinned tabs from the first window aren't displayed. Adding a new pin to a workspace in an additional window doesn't add the pin to the first window where the workplace was focused.

Expected behavior: When a workspace has pinned tabs, the pinned tabs should be displayed in every window where that workspace is focused. If new pins are added to a workspace, the pins should be updated in every window where the workspace is focused.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
